Tortola holds the population, the port and the government; Virgin Gorda is quieter and more residential; the smaller cays are largely private. What connects them is the Sir Francis Drake Channel — protected water that made this a charter-yacht base decades ago and still explains why most houses face the same way.
What ownership involves
Non-belongers buying land go through a licence process administered by the territory. It is routine and it is also not quick; plan for it to shape a timeline rather than assuming a closing date. Any specific question about eligibility or conditions belongs with a local attorney.
The trade-off
Hillside houses mean steep access roads and a real dependence on cisterns and generators. Nearly everything is imported, and after the 2017 storms insurance and construction standards both tightened. Flights come through San Juan or St Thomas rather than direct, so a trip is rarely a single leg. Listings are few, they sit for long stretches, and buyers who want something particular usually wait for it.
What people say about British Virgin Islands
Summary
Foreign buyers in the BVI who are not Belongers need a Non-Belongers Land Holding Licence before they can hold property. Law firm guidance puts the application at roughly three to five months and advises making any sale conditional on it, while readers commenting on a local news site say waits of a year or more are common and blame them for slowing sales.

Stamp duty is 4 per cent for Belongers and 12 per cent for non-belongers, charged on the higher of price or market value. Rental permission is now built into licences, but a trade licence is still required. Government figures show 67 licences issued in 2023 and 81 in 2024, mostly on Tortola and Virgin Gorda. Insurance is described as costly since Irma and Maria; the minister cited payouts, inflation and thin reinsurance capacity, and one commenter says under-insurance left many owners still recovering six years on. Electricity is a recurring complaint: in August 2026 the utility reported its highest fuel cost on record and the government promised a credit and subsidy, while one resident reports paying almost $500 a month. A personal-finance blog says groceries run 30 to 50 percent above US mainland prices, though its figures are unverified. Official statements describe a strong charter sector, but they are promotional and say nothing about owner income. Sources disagree on licence timing, and no first-hand material on healthcare or construction costs was reachable.

From around the web
The show welcomed a staggering 173 charter brokers and clearinghouse representatives, a number exceeding even pre Hurricane Irma figures.
Food costs run high because the BVI imports the vast majority of what lands on grocery shelves. RiteWay and Best Buy are the main grocery options, and prices average 30 to 50 percent above what you would pay at a US mainland supermarket for comparable items.
The rental market moves fast. Good units in the $1,500 range disappear within days.

BVIEC’s fuel cost rose to $3.9609 per gallon, resulting in total fuel expenditure of approximately $6.07 million for the month.
I am hardly at home during the day because of work obligations and I am paying almost $500.00 per month in lights. I have to give up half of my food budget to pay my light bill because I don’t want to get my lights clipped.
The current scenario for many is at best purchasing a bronze plan, if that, and the silver, gold and platinum may be out of reach.
The drought of not being hit by a major hurricane resulted in many property owners getting complacent and self-insuring, ie, not buy insurance at all or under insuring. This action proved to be costly in 2017 with many property owners still struggling to recover some 6 years later.
In 2023, the Land Registry recorded 30 sales to non belongers. In 2024, the land registry recorded 22 sales.
Almost all of the sales were by non belongers to non belongers. Imagine how much stamp duty would be collected if the NBLHL process did not take a year.
It is important to note that a trade licence will still be required for rental, even if you rent through a licensed agent.
Stamp duty is calculated as a percentage of the higher of the purchase price and the market value of the property. For Belongers this is 4 per cent and for Non-Belongers this is 12 per cent.
The application process for a Licence typically takes approximately 3-5 months. A sale and purchase agreement will typically provision for 12 months to allow sufficient time for the buyer to secure the Licence.
