Dominica is tall, wet and mountainous, with a small population and a road network that follows the terrain rather than fights it. Roseau is the capital and Portsmouth the second town; between them the island is forest, farm and river valley. The beaches are dark volcanic sand and there is no resort strip.
Who buys here
Hikers, divers, people wanting land and space, and buyers building or running small guesthouses rather than holiday villas. The country operates a citizenship-by-investment programme under which certain approved developments are sold; that it exists is a fact, and what it means for an individual is a question for a lawyer.
The trade-off
Hurricane Maria in 2017 was severe, and rebuilding — of houses, roads and the power network — has shaped the last several years. There is no long-runway international airport, so arrival is via a regional connection or the ferry from Martinique or Guadeloupe. Inventory is small and mixed: villas, apartments and guesthouses rather than a single product. Selling takes time, and the buyer pool is specific.
